Use of Multiple Passwords

Am I misunderstanding the usage of the photos and guest passwords? I'm trying to set a separate password to allow access to only the photos page and a separate password to allow guests to access pages such as stats, games, etc. I've set 2 additional passwords on the settings page so there are unique passwords assigned to admin, guest, and photos. However, the photos page only allows access if the guest or admin passwords are use. Photos is checked in the "Require guest to login to" box but when I uncheck photos there then no password is required to access the photos page. Any advice???

There are two passwords that will give access to the password protected pages... the Guest password and the Admin password.

The Photo password gives access to a user that will allow them to upload photos (like if you have a team photographer / parent on the team that takes photos at the games).
