iOS has the time right on screen.
And game time starts when coaches meeting breaks. Not play ball. Ump usually marks the time then and 1:45 later or whatever it is to be, the game ends.

Yes, add a note and viewers will see it. The note should be added while scoring.
On iPad or Android tablet, there is a note icon at the bottom of the main scoring screen.
On iPhone, "flick" the scoreboard area at the top left twice to reveal the Notes option.
On Android phone, tap Tools in the bottom right, and then select Notes.

Re: Rain delay
I had the opposite problem. I left a girl on 3rd who had actually scored. The inning ended with the girl still on 3rd. I attempted to score the girl in the pitch by pitch but I could not. Since it was the gold medal game in a tournament, the run was extra important. How did you turn a run scored to an out? I thought that this was not possible

Re: Rain delay
You can edit a run crossing the plate to "Run not Scored" in pitch by pitch editing.
